Menstruation and Reciting Qur’an

While on menstruation, is one allowed to recite the last ayah of surah qalam with the intention of dua( for protection from nazar)?
Answer
In the name of Allah, the Inspirer of truth
During menstruation (hayd) or lochia/postnatal bleeding (nifas), it is not permissible for a woman to recite any portion of the Qur’an, with the intention of recitation. This includes moving the lips and reading aloud. However, it is permissible to read the words in the heart and mind, whilst looking at the verses (abstaining from touching the verses or handling the Quran directly).
However, it is permissible to recite specific portions of the Qur’an if two conditions are met:
- The verse itself must have the inherent meaning of supplication (du’ā)
- The intention of reciting should be that of du’ā
For example, during hayd a woman can recite Ayatul Kursi without any prohibition.
With regards to reciting Surat Al-Qalam
Mufti Shafi Usmani (رحمه الله) writes…
Sayyidina Hasan Basri (رحمه الله) reports that if anyone is affected by the evil eye, the last two verses (51 and 52) of Surat Al-Qalam may be recited and blown on the person:
﴾وإن يكاد الذين كفروا ليزلقونك بأبصارهم لما سمعوا الذكر ويقولون إنه لمجنون﴿
And indeed, those who disbelieve would almost make you slip with their eyes when they hear the message, and they say, “Indeed, he is mad.”
﴾ وما هو إلا ذكر للعالمين﴿
But it is not except a reminder to the worlds. (68:51-52)
The ill effect is believed to be dispelled.

This ayat will not be permitted to recite during hayd or nifas as it does not fulfill the conditions mentioned above. Further clarification may be found here.
